The winner of Light Up The Tri-State is, Carter Hoagland.  We have previewed Carter multiple times since 2020.  Carter started out decorating years ago as just a fun hobby and now it has turned into a full-blown job that's helping foot the bill for college    He is attending school at Kentucky Wesleyan College here in Owensboro where he plays soccer.  Since he started decorating others have taken notice of his talents and he is decorating houses for others.  He decorates several houses and uses the money for school and to pay for more lights.  His mom says he mows in the summer as well to help raise money.  Carter won $500
