With the low amount of THC, users of CBD oil will not experience a "high" feeling that conventional marijuana users typically experience.

For people who have medical conditions such as epilepsy, cancer, and severe pain, CBD oil has been show to be very effective and helpful.

The bill states:

Testing, packaging, and labeling requirements for the distribution and retail sale of low THC hemp extract” will take effect on July 1, 2018.
